Juniper Networks (now called the HPE Juniper Networking unit) is a global provider of AI-driven networking, cloud, and connected security solutions. Founded in 1996 and headquartered in Sunnyvale, California, the company serves enterprises, service providers, and public-sector organizations worldwide. It operates at scale with a large, globally distributed workforce and partner ecosystem.
In July 2025, Juniper Networks was acquired by Hewlett-Packard Enterprises (HPE). This merger combined Juniper's AI-native networking technologies with HPE's existing networking business to create a secure, AI-driven IT portfolio, aiming to deliver exceptional experiences for customers in the era of hybrid cloud and AI. The new HPE Juniper Networking unit offers AI-powered networking, including the Marvis AI platform, to provide self-driving operations and improved user experiences.
Even as the company underwent this significant change, it remained committed to strengthening its culture of integrity and compliance.
Challenge
Juniper Networks set out to create a code of conduct training program that employees would genuinely value and apply in their daily work. The goal was to offer both regular orientation and practical, ongoing guidance to help employees navigate real-world compliance decisions with confidence. It was essential that every employee and contractor not only understood the rules but also knew exactly where to turn for support.
The worldwide code of conduct was already available as a public PDF, but the company wanted to go further. The goal was to create an in-house library of concise, tailored courses that doubled as a reference hub, guiding employees to the right ethics and compliance resources.
Yet, engagement fell short. Managers were spending too much time chasing completions, and the traditional read-and-acknowledge module no longer resonated. The company needed a more personalized, job-relevant learning experience that employees would actually use.
Additionally, the solution needed to:
- Reinforce company culture and strengthen trust.
- Build tighter integration with internal stakeholders.
- Point learners to the correct ethics and compliance resources when they need them.
Strategy & Solution
ELB Learning® moved beyond the traditional “read-and-agree” model by introducing embedded learning—an approach centered on the concept of learning by doing. Using a fictional company and relatable storylines, employees step into real-world decisions and practice the Juniper Way.
The program follows a multi-season roadmap, with each season highlighting a key code theme, such as interactions with customers, and reinforced through brief refreshers to keep concepts top-of-mind. Designed to be brand-aligned, multilingual, and easy to deploy worldwide, the five-season structure allows employees to focus on one targeted area of compliance at a time.
In 2025, the journey evolved with a fast, gamified code challenge and light-lift booster module to sustain momentum. A simple teaser campaign sparked early participation. New hires can revisit earlier seasons or jump straight to the challenge. A short AI guidance segment reflects emerging risks.

A custom, scenario-led program beat “check-the-box” training—and it showed in the numbers and the culture.
Scale & Speed
- Reached 13,500 employees and contractors worldwide. Achieved 100% completion in ~30 days with an average rating of 4.5/5.
- In 2025, the code challenge hit 100% completion in 30 days among ~11,000 regular, full-time employees, with ~3,000 completions on day one.
Engagement Signals
Employees looked forward to the rollout, helped by pre-launch buzz and a clear, fast experience. The initiative even drew the attention of C-suite leaders at the audit committee, signaling strong executive interest.
Business Value
The program supported compliance with applicable rules and regulations, becoming a business driver tied to commercial objectives and sustainability. Benefits cited include reduced brand risk, alignment with Federal Sentencing Guidelines, greater visibility for the Integrity & Compliance Group (ICG), and a stronger perception of company culture.
Behavior Change
Learners reported they could:
